Anders Kompass, former director of UNHCHR's field operations, wrote an opinion piece reflecting on the recent revelations around sexual abuse by WHO workers during the DRC Ebola outbreak. He points out that people will not report into a system they do not trust, because they have seen them fail repeatedly. He suggests that an independent body should be set up to accompany any major humanitarian efforts, resource it appropriately, give it power, and create a culture where everybody feels free to report.
